Caught on Camera: WM Now Watching Your Trash—Her Caught on Camera: WM Now Watching Your Trash—Here’s What They’re Looking For
Simi Valley residents are now facing fines for putting the wrong items in their recycling and organic waste bins. Under California Senate Bill 1383, the state aims to reduce the amount of organic waste going to landfills by 75% by 2025. To meet these goals, cities like Simi Valley are stepping up enforcement.

The city has authorized fines for “cart contamination”—placing non-recyclables in the blue recycling bin or trash in the green organics cart. The fines start at $50 for a first offense, increase to $100 for a second, and jump to $250 for each following violation.

Waste Management, the city’s trash service provider, now uses trucks equipped with video cameras. These cameras record the contents of each bin as they’re emptied. Footage is reviewed to identify violations, and residents receive warnings or fines based on what’s found.

These fines aren’t just a local choice—they’re part of the city’s obligation under SB 1383. According to the city’s own staff report, Simi Valley passed Ordinance No. 1332 and Resolution No. 2021-52 to meet the state’s waste diversion goals. The ordinance requires the city to educate residents, monitor compliance, and impose penalties when necessary. Without enforcement, the city risks noncompliance with state law, which could trigger state audits or even financial penalties from CalRecycle.

Residents Speak Out
The changes sparked heated conversation in a popular Simi Valley Facebook group. Some residents voiced confusion over what goes where. Others criticized the fines as excessive, especially when they feel the rules aren’t clear.

“It’s OK to allow hundreds of dump trucks full of wildfire debris every day, but God forbid you put your avocado peels or cardboard in the trash can,” one user wrote. Another said, “It’s clear as mud. Get your [act] together, WM.”

Others joked about using neighbors’ bins to avoid detection or pointed out how easy it is to make mistakes when items are bagged and no one can see what’s inside.

Summer is about to set in, with its long, glowing evenings and the promise of laughter echoing through our parks. Across Simi Valley and Oak Park, the Rancho Simi Recreation and Park District is preparing to bring back the sights and sounds that define the season—and they’re inviting community members to step in and be part of it.

RSRPD is more than a collection of beautiful spaces. It’s tennis and pickleball courts, bocce ball lanes, ponds and playgrounds, winding trails and picnic-perfect lawns. But above all, it’s a place where people come together—to celebrate, connect, and create memories. And every summer, that spirit is amplified by a lineup of free, family-friendly events that fill the parks with joy.

To keep those events running smoothly, the district is calling on volunteers who want to do more than attend—they want to contribute. From Movies in the Park and Dive-In Movies to Wheels in Motion and Concerts in the Park, each event offers something special for the community—and a meaningful role for volunteers.

At Movies in the Park, families bring blankets and snacks to watch a film under the open sky. Before the show begins, the district’s Mobile Rec Street Team warms up the crowd with interactive games for kids. Volunteers are right there in the mix, helping lead the activities and welcoming guests as the lawn fills up.

Dive-In Movies offer a poolside twist on the classic outdoor screening. Guests float and splash while watching a movie on the big screen. Volunteers assist with check-in, setup, and safety, ensuring that everyone enjoys a relaxing night in and around the water.

Wheels in Motion takes things up a notch, combining hands-on adventure with high-energy fun. Kids race in Power Wheels cars, explore emergency vehicles at the Touch-a-Truck exhibit, and enjoy a day packed with movement and discovery. Volunteers help manage activities, guide guests, support vendors, and maintain a safe, welcoming environment for families.

Rancho Simi Loses a Champion: Josh Gray’s Depart Rancho Simi Loses a Champion: Josh Gray’s Departure Explained

Josh Gray, a lifelong resident of Simi Valley and current member of the Rancho Simi Recreation and Park District Board of Directors, has announced he will resign from his position effective June 28, 2025.

Gray, 27, was elected to the board in 2020. He said his resignation is required because his new residence no longer falls within District 3, the area he was elected to represent. “While I do not wish to step down, I remain committed to observing the laws I pledged to uphold,” Gray said in a public letter.

Raised in Simi Valley, Gray has deep roots in the local community. He is an Eagle Scout and credits Simi Valley’s parks and recreation programs with shaping his early years. “I had birthdays in our parks, picnics under our trees, and I was one of those kids who benefited from our after-school programs,” he wrote.

As a board member, he focused on increasing access to public spaces and expanding programs for youth and families. He ran on a platform of protecting open space, improving affordable after-school care, and expanding inclusive recreation.

During his term, the District:

Opened the Berylwood Teen Center and Skate Plaza
Expanded and stabilized the After-School Club programs
Protected 149 acres of open space, in partnership with the Poe Family
Secured funding for projects including the Arroyo Simi Greenway Trail, Sinaloa BMX Track, and the Guardian Street Activity Center
Continued upgrades to Rancho Santa Susana Community Park
Prioritized fire resiliency, water conservation, and deferred maintenance
Passed balanced budgets each year
Gray also supported the Rim of the Valley campaign, an effort to protect regional landscapes and support public health and the local economy.

“I said then that I wanted to create a legacy that preserves what makes our home special while planting seeds for future generations,” Gray said. “I still believe in that vision deeply.”

Just before midnight on Sunday, May 25, a group of burglars broke into Dr. Conkey’s Candy & Coffee Co. on Cochran Street. But it wasn’t candy they were after. They crawled through the building, spray-painted the security cameras, then drilled a hole through a shared wall — six inches of concrete and drywall — into the back of 5 Star Jewelry & Watch Repair.

Once inside the jewelry store, the crew used heavy tools to cut through eight inches of safe steel. Over the next three to four hours, they cleared out nearly everything inside. Gold, diamonds, watches, and customer repairs — gone. The alarm system never went off.

Jonathan Youssef, who runs the store, said in an interview with KTLA that the family lost more than $2 million worth of inventory and repairs. But the financial loss isn’t what hurts most.

“My dad built this place from scratch,” he told reporter Jennifer McGraw. “He’s 71 and was ready to retire. Now everything he saved is gone. And worst of all — a lot of what they took wasn’t ours. It was people’s wedding rings, heirlooms, things you can’t replace.”

His father, Jacob Youssef, opened the store 25 years ago after retiring from another business. Jonathan took over in 2015, slowly stepping in so his father could step back. Just recently, they ordered a new sign to close on Mondays so Jacob wouldn’t have to work every day. He never got to see it go up.

“I feel bad because this was my life, my retirement… they got everything we had,” Jacob told KTLA, through tears. “I don’t know what to say… I’m 71 years old… I cannot rebuild what I did in my lifetime.”

What makes this burglary even more chilling is how familiar it’s starting to sound. Only days later, another family-run jewelry store in Glendale was hit in almost the same way. In that case, the thieves also came in through the ceiling, cut power to the alarm and cameras, and went straight for the safe, as reported by ABC7.
